Jamaica has selected Porting Access B.V. for NPA - How NPAS will provision a TPRR based CRDB

“It will allow Jamaicans to move from one service provider to another while retaining their telephone numbers which is considered an important point of reference and accessible point of contact. Importantly also, studies indicate that the introduction of number portability facilitates greater competition in the telecoms market which can ultimately resulting in lower prices and more innovative products and services. Number portability can also eliminate some of the costs, inordinate delays and inconvenience that businesses and individuals encounter when changing from one telecoms provider to another”.

The Minister of Science, Technology, Energy and Mining Phillip Paulwell on Thursday March 12th 2015 announced an entity had won the OUR (Office of Utilities Regulation) competitive bid to become Jamaica’s NPA (Number Portability Administrator).



That company is Porting Access B.V. of the Netherlands and their license was granted to them on Thursday March 12, 2015 as stated in the article “Paulwell Grants Number Portability Administrator License To Netherlands Firm”, Published Friday March 13, 2015, The Jamaica Gleaner and “Technology minister grants number portability administrator service provider license”, published Friday, March 13, 2015 1:07 AM, The Jamaica Observer.

Their License takes effect on Monday March 16th 2015 and is to last for a period of ten (10) years.

This was of course confirmed by the Horse's Mouth, the Jamaica Information Service in the article “Technology Minister Grants Number Portability Administrator Service Provider License”, published March 13, 2015 By Ministry of Science, Technology, Energy & Mining, Jamaica Information Service, which The Jamaica Gleaner and The Jamaica Observer cribbed shamelessly, not even adding an iota of additional detail.


Porting Access B.V. of the Netherlands – NPA to provide NPAS and set up a CRDB based on TPRR

Porting Access B.V. of the Netherlands will become the NPA for Telecom Provider Digicel, Telecom Provider LIME and Triple Play Provider FLOW as well as other small Telecom Providers in Jamaica.


They will establish a CRDB (Central Reference Database) and action requests for the porting of mobile and Landline numbers between the Telecom Providers via a COHS (Central Order Handling System) as explained in my blog article entitled “OUR issues TPPR for a Number Portability Administrator in Jamaica - How Number Portability will get us NANP's NPA and Third 4G Competitor”.

Hopefully too, MNP will satisfy the criteria of the NANP (North American Numbering Plan) as it relates to getting more Mobile number ranges as explained in my blog article entitled “OUR applies for new Area Code for Jamaica - Competition in Telecoms in the coming Hunger Games Catching Fire of Mobile Computing”. This means more Telecom Provider Competition will be able to come to Jamaica, thereby lowering prices as explained in the informative video below.


In case you may be wondering, this is now possible thanks to the gazetting of Telecommunications Act (Number Portability) Rules 2014 on Thursday September 25th, 2014, giving the Minister of Science, Technology, Energy and Mining the power to grant a license to a third party company to provide a NPAS (Numbering Portability Administrator Service).

So come Sunday May 31st 2015, it'll be possible to port your phone number from Digicel to LIME without having to purchase new SIM Card or Instruments as predicted in my blog article entitled “Minister Paulwell affirms MNP, LNP Coming May 31st 2015 - Why NPA TPPR, IXP Deadline and VoIP Registration herald MNP, LNP for NANP Number Ranges and Competition”.

Hopefully too, they’ll also introduce Carrier-Free SIM (Subscriber Identification Modules) as is already the case in the Netherland since March 2014 as reported in my blog article entitled “The Netherlands makes Carrier Unlocked SIM Cards Legal - Apple's Idea revived heralding M2M and the Internet of Things, a financial Boon to Telecom Providers”.


Good to note here that Apple had also introduced a similar of Carrier unlocked SIM Cards in their latest line of Apple iPads in a bid to boost two (2) year subscriptions for their Apple iPad Air 2 and the Apple iPad Mini 3 as explained in my blog article entitled “Apple SIM in the Apple iPad Air 2 - How iOS 8.0 Carrier Unlocked SIM sells Apple iPads in Year of the Sheep 2015”.

Carrier Unlocked SIM Cards might be one of the ways in which Number Portability will be administered, since not only will the instrument be ported but the SIM Card may have to be changed to one that is carrier unlocked i.e. can be recognized by any Network.

Hoping in the next couple of days we’ll hear and learn more about the Little Dutch Boy Porting Access B.V. of the Netherlands from the Land of Windmills,  Dykes and Carrier-Free SIM Cards that the OUR has selected to be out NPA!
